Issues lists have a million uses!
Here are some of our favourites:
Manage to completion
Capture the full list of matters to be agreed at the beginning of a transaction, and track them through to resolution (sometimes called a 'blocking list').
Organize contributions
Assign issues to different stakeholders in an easy to use table rather than with comments scattered through a document.
Don't miss the fine points
Towards the end of a negotiation the number of outstanding matters may be so small that trying to find them all is a chore. (How many signed documents have you seen with square brackets in them?)
